Just clicked your link IA and I accessed it also and double checked my VPN was off.

I use KoycegizNet Wifi Network so not sure the ISP he is buying supplies from but tracking him back I get - Vodafone 31.145.251.173 as originator so maybe it is not fully implemented across all providers yet.

The block has been done illegally without a court order. The explanation given through media sources as no official statement forthcoming on why the site has been blocked media explanation the cause for wiki closure "terror-related content."

NTV reported that Turkey demanded Wikipedia to open an office in the country, act in line with international law and abide by court decisions.

If these demands are met, the site would be reopened.

Ironic the ruling party "demands" wiki to abide by International Law and court rulings , but can't abide the law of the country (instead of Erdogan law ) by not getting a court order,or laying out in front of the judiciary the reasons for the closure .....for them to decide................
