There was certainly a line of thinking that Bush had getting rid of Saddam on his "to do" list from the moment he took office; his father´s failure to get rid of Saddam after the first Gulf War rankled with the Neo-Cons who were prepared to take any excuse as justification to finish the job. This fuelled many of the conspiracy theories around 9/11 that were of the opinion that some elements of the US military were complicit in that atrocity.
