here is part of an article from Bianet..its a bit worrying when this site has been banned..im not sure how its been justified yet....

INTERNET CENSORSHIP......Seventh Website Ban within One Month
Access has been banned to the expatriates.com website which provides information and networking services for people constantly living abroad. The decision was taken by the Telecommunication Communication Presidency for reasons of "administrative measures".

Erol ÖNDEROĞLU hukuk@bianet.org Istanbul - BİA News Center19 October 2009, Monday The website expatriates.com - the online community for expatriates was banned under article 5651 of the Act on Internet Crimes. The website serves as a source of information and networking services for expatriates in Turkey and all over the world.

Internet users in Turkey who want to access the site encounter the following announcement by the Telecommunications Communication Presidency (TİB):

"ADMINISTRATIVE MEASURES have been applied to this internet site (expatirates.com) by the decision of the Telecommunications Communication Presidency dated 23.06.2009, no. 421.02.02.2009-179234 as a result of technical inspection and legal evaluation of index crimes regarding law article 5651".

Ban on website for foreigners
bianet was informed by an internet user about the censorship, explaining the site as follows, "I used the site to look for a Turkish teacher for my child for instance, there are many ads of private Turkish teachers. Foreigners living in Turkey can also advertise for a car with an "M" plate (special tax conditions for foreigners). There are advertisements on an international scope, not only within the borders of Turkey. The most frequently used language of the site is English".

Mind you, if you take a look at the site, it's had very little genuine traffic and quite a few adverts of the type that wouldn't even be considered on most legitimate sites.

İ hadnt noticed that Alan..although i just had a brief look now and then i wasnt a member
i wonder how long it will take them to start scrutinising TLF..there was nothing really outrageous on expatriates.com it covered a lot more places than Turkey.
İ think its very worrying, it just takes one person to take offence and complain to Telecommunication Communication Presidency for a ban to be placed.

Maybe I'm missing something here ... if it's banned, how come it's working?

The site is indeed nothing special ... a global small ads page, with everything from chess teachers to flatshares to garden sheds to hookers, like a smaller version of craigslist.

Censorship is indeed a waste of time, as there is now way to censor the Internet. Banning sites makes Governments look clueless and ineffective, especially as there's always a way to see it. In fact, a site's popularity will surge if it's banned. Maybe I should start a rumour about mine.

On a slight tangent, my son goes to a school in the UK where "everything" is allowed - or, at least, nothing is forbidden. Internet is not censored there, and, as long as you don't force anyone to watch something against their wishes, you can do what you want without interference. On my last visit there there was no-one goofing off or checking out porn on the Internet ... most kids were skateboarding, in woodwork, in class or just hanging out. My son, while here in Turkey, was an Internet junkie, on game sites mostly. When I asked him today if he's using the Internet there he said 'hardly ever' ... just to catch up with Merlin and Dr Who.

Would it be more effective if decision no; 421.02.02.2009-179235 is that everyone close their eyes if they see anything naughty?

It's banned for viewing in Turkey but that doesn't mean the site's been closed down.

If you can see it, as I can, you've got the right DNS setttings to see it and other sites that are banned in Turkey.

KKOB posted this a while back...Google "change DNS settings" and choose the method for your operating system.

When you get to the Internet Protocol Properties set it to "Use the following DNS server addresses" and enter 208 - 67 - 222 - 222 on the first line and 208 - 67 - 220 - 220 on the second line. Click OK and close out of it and then re-boot your computer.
