Can you dial a number before a UK number to get cheaper calls from a Turkish phone box back to UK?.

Try 1095 or 1045 , it works from a private number, may do from public

Can I ask an obvious question please, is it 1045, then 0044, then 1928.....(our local code is 01928), as in do you leave off the first number?

I think it would be 1045 then oo44 then yr local code, as 1045 can be used for inside Turkey as well, and you dial first before the province code. Try it.
